Landlord, Hove

One of our client's tenants in a top floor flat in Hove starting having problems with the main suppliers fuse to the property. The fuse was rated at 63A yet the power drawn by all of the electrical equipment in the flat didn't add up to 63A. After some initial inspection and testing we found that the fault was located within the main supply cable running through and up the building into the flat. The original suppliers cable was extremely aged Vulcanised India Rubber insulated and was undersized, this meant that the cable was not large enough to cope with the demand from the flat. This had resulted in heat build up in the cable over time, degrading the insulation to such an extent that the cable was rendered useless.

We immediately notified the Distribution Network Operator (UK Power Networks) of the fault and they attended within the hour. Upon inspection of the cable they instructed us to tell the customer that repairing this section of the cable was the responsibility of the customer. We then contacted the electricity supplier who told us the same thing. With the supply cable being before any metering equipment we were sure that this wasn't the case but we made the customer aware of the responses we had from both the supplier and the DNO and that we would be happy to work alongside the DNO to rectify the fault and restore power.

The next day, after approval was granted by the customer and in writing from both the supplier and DNO to proceed with work we installed a new 50m supply cable from the ground floor of the building at the intake position up through the common stairwell and in to the top floor flat. The Steel Wired Armoured cable installed was large enough to cope

with the power demands of the flat and also protected from external damage. We installed a new sub-supply fuse at the intake position which was connected to the suppliers fuse by UK Power Networks and at the flat we installed a new isolator so that the installation could be safely isolated locally.

Upon completion of the work we recommended that the client liase with both the supply company and the energy ombudsman to determine exactly who was responsible for the work we had carried out. Despite citing a number of relevant regulations to the supply company that pointed to the responsibility being theirs, they still maintained that it wasn't. Our client has since had notification from their electricity supply company that the cost of our work will be covered by them as it was indeed their responsibility to ensure that the cable between their metering equipment and the DNO's main intake is safe. Our client was impressed by our ability to not only carry out the work but also to advise on legislation surrounding the supply of electricity to peoples homes and businesses. We are sure that if it wasn't for our knowledge and experience the client may well have never received reimbursement.
